Stop the signature practice in refugee Heims in Remscheid
Dear Mr. Mast-Weisz,
Dear Ladies and Gentlemen,
we are refugees from different Parts of this World. We all live in Remscheid, some of us since many years, some of us for not so long. We write this open letter, because we feel like prisoners.
We are not allowed to move freely. We are forced to confirm our presence every day by signatures at the Hausmeister Office in our Heims. If we do not sign, we are punished. Either the monthly payment is reduced, or we receive only vouchers (Gutscheine), or we are unregistered without our knowledge from the Heim.
The BAF (Betreuung ausländischer Flüchtlinge), that administrates the refugee Heims in Remscheid, states that with such a practice they can first control that we do not work “illegally” and second we do not violate the Residenzpflicht. The Residenzpflicht is a racist law, that reduces our human right of free movement. But it is not the responsibility to watch over the Residenzpflicht. Nevertheless, within our district we could visit for example our friends in Solingen. But we can not do so, because we have to confirm our presence everyday by signing at the Hausmeiterbüro.
Apart from the signature practice, there is a camera at the entrance of our Heim and in its courtyard. All our movements in and out of the Heim are controlled. These leads to the situation, that we feel like prisoners. We have committed no crime. We are not dangerous and do not need to be controlled. In other cities, there are neither cameras nor signature lists. Why are we refugees in Remscheid treated like prisoners in an open prison?
We are waiting for your invitation as was promised to us, to meet with the Sozialamt, with the BAF and the janitors to solve our problems. We demand to live in Remscheid in dignity and with respect.
