27th April 2015
Racist behavior is entailed througout all aspects of society together with its institutions - including in particular the so-called foreign office/immigration office (Ausländerbehörde).
Even before the so-called "Winterabschiebestopp" (deportation-stop during winter) ended on 31st of March 2015 the deportations were prepared. Obviously, the deportation-stop during winter was only a mask, to show how friendly the state government of Thuringia and the city of Erfurt occurs towards refugees. This is not normal. Of course, not really anything is done so that refugees get the right to stay or that they even are welcome.
It is incomprehensible and unforgivable, how people who are under obvious life-threatening repression and displacement in their countries of origin, are being deported from Germany. Just as it is not legitim that people who suffer from acute and threatening health conditions, get the order to leave the country. The following three persons Vladimir, Radmila and Shani describe their situation as follows:
Vladimir Maksimovikj: "My wife is very ill and is suffering from depression, I myself am suffering from severe back pain and need urgent surgery. Our kids go to school in Germany and are at home here. In my home country, my wife and I will not get adequate health treatment and care. Also my children, my wife and I do not have the same rights as others because we are Roma and we therefore are denied access to affordable health care."
Radmila Anić: "I was chased out from my home town of Novi Sad in Serbia by the police. My sister has been imprisoned by the police and now I am afraid that I also like her will go to jail or that I will be forced into prostitution by the police. In addition, I am sick and in Serbia I can not get adequate medical care. In my asylum interview in Germany my statement was not fully recorded and I am not taken seriously by the German authorities. "
Shani Haliti: "I had to fight together with the Serbs in the Kosovo war against the Albanians - there is no chance for me to go back to Kosovo, because I have fear for my life there. But Serbia sends us back to Kosovo because we are Muslims. I have a citizenship, but also I have a nationality that is different from that citizenship. Serbia has forced Roma to fight against the Albanian / Kosovar government - but because Kosovo is the country of origin, Serbia sends me back to Kosovo, the same people I had to fight against. "
Responsible for the implementation of structural racism through deportations of people is the immigration office in person represented by „Schreibtischtäter_innen“ (desktop criminals/armchair strategists) like Frau Tränkler, Frau Trillhose and Frau Metzig. And they are fully aware of that they force people to leave the country – it's the racist blood and soil logic („Blut- und Boden-Logik“). Those born in Germany, but have no German passport, should not feel safe persuming that they will get one soon - with these words FrauTränkler has tried to intimidate people who fought and are still fighting for a residence permit. Because harassment like intimidating and terrorising, is an often used strategy of officials in charge, Roma and their German friends have decided to appear in groups to summons. Not only the deportation stop for winter is a farce for everyone involved including the officials in charge. But all acts that contribute with all means to the deportation of people instead of to their right to stay. Through protest we succeeded to move the negotiations of residence permits of individuals and families to Monday, 30.03.2015.
However, there was neither a translation nor translated documents. It was a trial without any agreement on the essential question of staying here or having to leave. But the immigration office is legally obligated to ensure that the persons concerned understand what is being presented to them. This Monday, when people refused to sign the papers that they have not understood, they received an administrative act („Verwaltungsakt“). The delivery of the files were confirmed by the signature of the official in charge. The immigration office is more than dutiful. Of particular concern is that they leave their legal framework as desktop criminals („Schreibtischtäter_innen“), and start to be openly racist and answer enquiries with the issueing of unjustifiable administrative acts (as described above). How they are dealing with Shani Haliti, the registrant of the last Roma demonstration, shows their understanding of democracy: They handed over his administrative act („Verwaltungsakt“) including the passage "a danger for the public order and safety risk". Even on enquirey to withdraw the administratvie act, it was not withdrawn, even though the reasons are obsolete since the immigration office by his previous application for asylum has already all the documents. One has to ask the question: "A danger" because he is Roma or because he operated democratically, through standing up publicly for his rights?
Frau Trillhose from the immigration office embarks on any conversation on residence permits she only gives out short toleration extensions (“Duldungsverlängerungen”) which mean a possible deportation at any time. Many have to submit their passports until 30 April – if their passports are not already there – so that they can kindly allow to deport themselves. People are forced to leave through signing the so-called "voluntary departure" (“freiwillige Ausreise”) which is not at all voluntary. This choice of words shows, which racist disdainfulness stands behind this whole idea of deportations: to force people to leave the country and then calling it “voluntary”. Through these actions they propagate fear and try to brake them. These threats, the so-called "voluntary departure" and the deportations make people mentally ill and traumatize them - there were already more likely heart attacks because of it.
Many came healthy to Germany but got seriously ill by the ongoing and strong psychological pressure. For privileged people in possession of a German passport, it is not to understand what this entails in people when their own existence, their own lives are at risk and you will be kidnapped by police - against your will and with gunpoint. This coercion and threat is constantly expressed by the officials and if necessary enforced. Roma call it for what it is: terror. And this has nothing to do with anything done "voluntarily".
Evictions take place here in Erfurt before our eyes, and that should be called for what it is: eviction and deportation. Ultimately, it is easy to rail against NPD and Nazis - but through the city of Erfurt and the Land of Thuringia their claims are enforced. No one can abdicate from their responsibility: The Left Party (die Linke), the Greens (die Grünen) and SPD (CDU not to mention) aswell as the Immigration office, the police and the society itself as a whole racist sentiment are working together on creating this atmosphere of hate, fear and violence and to prevent what is a basic right for every person: the right to stay and a secure and beautiful life.
Only through a common struggle, by many people standing together, blocking police during deportations and broadcasting who exactly stands behind the deportations, like Frau Tränkler, Frau Trillhose and Frau Metzig, informing the press and uncovering racist behaviour – no matter where – we can take the first step against this oppressive system. And it does not stop here. It will continue. For we are many and we belong together.
Sincerely,
Vladimir Maksimovikj, Shani Haliti, Radmila Anić, Roma Thüringen and friends
